Documents for drivers from India to Kazakhstan
Kazakhstan is a transit hub between China, Russia, Central Asia and the Caspian; carriers constantly need C and CE drivers. Citizens of EAEU countries need no work permit; for other foreigners the employer obtains a permit to attract foreign labour within the quota.
The employer obtains from the local employment department (akimat) a permit to attract foreign labour within the annual quota, pays the fee and confirms that no local worker was found. Based on the permit you receive a C3 work visa at a Kazakhstani consulate.
Steps in order
- Permit to attract foreign labourArranged by the employer via enbek.kz or egov.kz. The annual quota is set by the Government; the fee depends on the worker category and sector. EAEU citizens skip this step.
- C3 work visa and registrationThe C3 visa is issued for the duration of the permit. After entry the host (employer) notifies the migration service via the visa and migration portal within 3 working days. For stays over 90 days: temporary registration and IIN (tax number).
- Licence and medical certificateForeign licences are valid for driving, but for working as a driver an exchange for a Kazakhstani licence at the SpetsTsON is usually required (EAEU citizens without a test, others with a test). Clarify the procedure with the employer. The 073/u medical certificate is obtained at a clinic; paid by the employer.
- Employment contract and contributionsThe contract is registered in the unified employment contract register (ESUTD) on enbek.kz. The employer pays pension contributions to the ENPF (for permanently resident foreigners and EAEU citizens), social contributions and OSMS. Salary in tenge to a bank card.
