Documents for drivers from Belarus to Kazakhstan

Kazakhstan is a transit hub between China, Russia, Central Asia and the Caspian; carriers constantly need C and CE drivers. Citizens of EAEU countries need no work permit; for other foreigners the employer obtains a permit to attract foreign labour within the quota.

Your case: Belarus → Kazakhstan

Citizens of Armenia, Belarus, Kyrgyzstan and Russia work in Kazakhstan without a work permit under the EAEU Treaty (Art. 97); an employment contract is enough. The length of stay follows the contract term. The employer notifies the migration service of your arrival within 3 working days.

Driver jobs: Kazakhstan

Steps in order

  1. Permit to attract foreign labour
Arranged by the employer via enbek.kz or egov.kz. The annual quota is set by the Government; the fee depends on the worker category and sector. EAEU citizens skip this step.
  2. C3 work visa and registration
The C3 visa is issued for the duration of the permit. After entry the host (employer) notifies the migration service via the visa and migration portal within 3 working days. For stays over 90 days: temporary registration and IIN (tax number).
  3. Licence and medical certificate
Foreign licences are valid for driving, but for working as a driver an exchange for a Kazakhstani licence at the SpetsTsON is usually required (EAEU citizens without a test, others with a test). Clarify the procedure with the employer. The 073/u medical certificate is obtained at a clinic; paid by the employer.
  4. Employment contract and contributions
The contract is registered in the unified employment contract register (ESUTD) on enbek.kz. The employer pays pension contributions to the ENPF (for permanently resident foreigners and EAEU citizens), social contributions and OSMS. Salary in tenge to a bank card.

Who pays what

The employer pays: the permit fee, notifications and registration, medical examination, licence exchange, initial housing. The worker: translations and notarisation, consular visa fee, travel to the consulate.
